JAKARTA - Head of the National Capital Special Committee (IKN) Ahmad Doli Kurnia explained the findings of land problems in the location of the new capital city. He straightened out about the existence of 'impromptu occupants' and companies that manage one million hectares of land in that location.
"So when we visited East Kalimantan, apart from looking at the spot directly at the location of the prospective capital city, we also met with several parties," said Doli at the DPR Building, Tuesday, January 18.
During the visit, Doli said that his party listened to all the aspirations of the people, the sultanate, traditional leaders, throughout Kalimantan. Second, hold discussions with the local government, both provincial and city districts, which are involved in the capital city.
"But yesterday I specifically asked that the head of the land area office there be invited and Alhamdulillah we found more definitive data," he said.
First, Doli said, at the IKN location there are three fields. The first 6,000 thousand hectares is the core area of the government center.
"Well, it's explained that it's very clear state land. It's divided into 99.7 percent, it's state land with forest area status, there's 0.4 percent state land but it's still HPl status, so in detail the HPl will be converted into a forest area that can be managed country," he explained.
Second, he continued, 56 thousand hectares is the national capital area. There are 1.8 percent that still have third party business with the government, for example there are still settlements.
"What we were also surprised about was that BPN took a satellite photo at the end of 2019, it was still empty, but 8 months after that, looking for satellites, there were already people living in several areas," said Doli.
"This means that maybe there are people who are looking for a fortune, yes, luck is not profit. Luck with the selection of this IKN so suddenly 'zlep' became inhabited the land," he continued.
That is, said Doli, what the Special Committee always ordered to BPN that the land issue must be very clear and clean.
In fact, added Doli, there are also people who are trying to appoint an organization to manage the 1 million hectares of land claimed on the recommendation of the government.
"I don't know NGO or PT, so the name Nusantara Land Consultant can later be confirmed with BPN. They seem to be convincing various parties that they are the party who was given a recommendation by the government to manage the land," he explained.
"What makes us suspicious is that the largest IKN area is 296,000, he feels that there are 1 million rights. Now, I remind you, it means that there are parties who are trying to openly seek profits in this transfer process," said Doli.
On this strange finding, Doli reminded the government to be careful in resolving land issues in the location of the new capital city.
"With this data, we convey that the government must be careful and solve all land problems," said Doli.
Previously, the Chair of the Special Committee for the IKN Bill, Ahmad Doli Kurnia, revealed that there were findings of land problems when the team made a working visit to East Kalimantan. According to him, there are parties who seek to profit from the planned relocation of the capital city to the region.
"So we met land issues. Actually one side is clear but there are also those who are trying to play games, want to take advantage and all kinds of things," said Doli at the DPR Building, Monday, January 17.
Doli explained that from the meeting of the Special Committee for the IKN Bill with the local National Land Agency (BPN) regional office, there were no issues related to community or company disputes on the land.
However, said Doli, the Special Committee found a number of problems on the land. "For example, suddenly within 8 months, at the end of 2019, the satellite was completely empty, but within 8 months suddenly there were occupants," explained Doli.
In addition, he continued, there is a company that claims that they have received an assignment from the government to cultivate one million hectares of land in the area of the new capital city.
