"In accordance with the mandate of Law Number 10 of 2016 concerning the election of governors, regents and mayors as well as Law Number 11 of 2006 concerning the Government of Aceh, receipt for the submission of LHKPN is one of the requirements in the election of governors, regents and mayors. The candidates for regional heads who are not incumbent or who are not included in the state administration will later be included in the special category of compulsory reporting.

Ipi said that in order to facilitate the submission of the Wealth of State Administrators Report (LHKPN) by regional head candidates, the KPK has issued technical instructions for submitting and providing receipts for asset reports, namely in the form of KPK Leadership Circular Number 07.1 of 2020 dated March 31, 2020.

In the circular letter, it is stated that the submission of LHKPN must be carried out online via elhkpn.kpk.go.id. Second, the KPK only provides LHKPN receipts after going through the KPK verification process.

The LHKPN receipt that can be used as one of the requirements in the pilkada is a receipt given by the KPK for submitting LHKPN online via elhkpn.kpk.go.id from 1 January 2020 until the last day of revision of candidate requirements for periodic or special reporting. .

"To support the smooth running of the process, the KPK reminds Balon to adjust the time of submitting the LHKPN with the period of revision of the nomination requirements and / or candidate requirements as stipulated in the applicable KPU regulations. Furthermore, Ipi then explained the procedures for filling out the e-LHKPN. For candidates for regional heads who do not yet have an LHKPN e-Filing account, they must register by filling in and signing the e-Filing activation form. The form can be obtained via elhkpn.kpk.go.id on the download menu.

After registering, the signed form accompanied by a copy of the Identity Card (KTP) must be sent to the PP LHKPN Directorate of the KPK at the KPK Red and White Building address, Jalan Kuningan Persada Kavling K4 Setiabudi, Kuningan, South Jakarta 12950.

After having an e-Filing account, the candidates for regional heads began filling out the LHKPN. After completing the filling of the LHKPN online, they are required to send a power of attorney on behalf of themselves, their spouse, and dependent children aged 17 years and over to the KPK by post.

After that, the KPK will carry out administrative verification of the LHKPN received regarding the suitability of filling in, completeness of the activation form and power of attorney.

If the LHKPN is declared complete, the KPK will issue a receipt for the LHKPN to the person concerned. However, if it is declared incomplete, the KPK will notify the candidates for regional head regarding the parts that still need to be repaired or completed.

"Repair LHKPN is carried out no later than 14 calendar days from the receipt of the notification by the balloon (prospective candidate). If within the time given the balloon does not fulfill the obligation to repair and / or complete the LHKPN, the KPK will still provide a receipt with a note of the verification results."
