The Government And The DPR Have The Same Sense Of Urgency Regarding The TPKS Bill

JAKARTA - Presidential Chief of Staff (KSP) Moeldoko assesses the approval of the DPR's plenary session to make the Draft Law on the Crime of Sexual Violence (TPKS) an initiative of the DPR, which indicates that parliament has the same sense of urgency or "sense of urgency" as the government in resolving cases of sexual violence.

"KSP appreciates the DPR which has the same sense of urgency regarding cases of sexual violence that have emerged recently. The process of discussing the TPKS Bill in the DPR can be a bright spot so that there will be legal sanctions in the future," said Moeldoko at the Bina Graha Building, Complex Presidential Palace, in Jakarta, Tuesday, January 18.

Quoted by Antara, Moeldoko said that the Task Force Team for the TPKS Bill together with the relevant ministries/institutions in the near future will conduct consolidation and public discussions regarding the TPKS Bill.

"I hope the task force can immediately get a script from the DPR for us to use it as material for consolidation and public discussion," he said. In the DPR Plenary Session on Tuesday (18/1) morning, the DPR approved the Draft Law on the Crime of Sexual Violence (TPKS) as the DPR's initiative. The bill, proposed by the DPR, will be submitted to the President for the issuance of a Presidential Letter (Surpres).

"According to the legislation, the President has a maximum of 60 days to send a presidential decree to the DPR and the DIM (Problem Inventory List)," said Deputy Legal Secretary of the Ministry of State Secretary Lidya. D, as the official statement of KSP.

It is known that the discussion of the TPKS Bill has been going on for a long time. The bill, which was originally called the Bill on the Elimination of Sexual Violence (RUU PKS), has actually been included in the 2016 Priority National Legislation Program (Prolegnas).

After changing its name to the TPKS Bill, this bill is re-entered in the 2021 Priority Prolegnas. However, until the end of 2021, the bill has not been approved due to the political constellation in the DPR.

President Joko Widodo (Jokowi) finally ordered the Ministry of Law and Human Rights and the Ministry of Women's Empowerment and Child Protection to consult with the DPR so that the TPKS Bill could be approved immediately. Parliament will discuss with the government. The discussion of the TPKS Bill will be carried out at the Legislative Body (Baleg) of the DPR RI.
