MATARAM - The Mataram City Police, West Nusa Tenggara (NTB) revealed a case of alleged fraud and embezzlement by investing or investing in government projects, procuring information and communication technology (ICT)-based learning facilities in the midst of the COVID-19 pandemic.
Kasatreskrim Polresta Mataram Kompol Kadek Adi Budi Astawa said the modus operandi of this case was revealed based on the report of the victim, a businessman from Maluk, Sumbawa Regency, M Kanzul.
"Based on the follow-up to the report, members arrested the reported party who carried out this mode. The reported person in this case has the initials AK," said Kadek Adi in Mataram, Antara, Monday, January 10.
In the report, Kadek Adi explained, the perpetrators carried out the project mode in 2020 by promising a profit of 30-50 percent of the capital.
"The perpetrator offered an investment of 120 million. Within a month he promised the victim money back with a profit of up to 50 percent," he said.
Victims were tempted by the promise of such benefits. However, the victim at that time was only willing to invest, Rp. 80 million. The perpetrator agreed until both parties agreed. "After agreeing, the money is sent by the victim via transfer to the perpetrator," he said.
In addition to a nominal value of IDR 80 million, the victim also handed over IDR 500 thousand in cash to the perpetrator. The excuse is to share with orphans. The promised time limit has already passed, the perpetrators have not received any news. The capital provided did not return, as well as the promise of profit.
This condition made the victim report the train to the Mataram Police on suspicion of fraud and embezzlement. The report comes in December 2021.
Furthermore, Kadek Adi revealed that KA was arrested on suspicion of Article 372 of the Criminal Code on Embezzlement and Article 378 of the Criminal Code on Fraud.
"So from the results of the case, the criminal elements of the alleged embezzlement and fraud have led to the actions of the perpetrators," he said.
Thus, investigators determined KA as a suspect and detained him in the Mataram Police Detention Room.
From a series of investigations, it was revealed that the project used by the suspect as the mode was in accordance with the issuance of the Decree of the Minister of Education and Culture of the Republic of Indonesia Number 582/P/2020 concerning Schools Recipient of School Operational Assistance for Fiscal Year 2020.
In the decree, the suspect also included the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 24/2020 concerning Technical Instructions for Affirmation School Operational Assistance and Performance School Operational Assistance.
The ministerial regulation lists aid recipients, ranging from elementary to high school levels. In all regencies/cities, there were over a hundred schools that received the assistance. For one school, it receives an aid budget of Rp. 60 million for affirmations and Rp. 60 million for performance.
The aid budget is sourced from the State Budget of the Ministry of Education and Culture of the Republic of Indonesia in 2020. The budget is based on the DIPA of the Work Unit of the Directorate of Elementary Schools, Directorate General of Early Childhood Education, Basic Education, and Secondary Education, Ministry of Education and Culture of the Republic of Indonesia, dated August 30, 2020.
Budget assistance received by the school for the procurement of portable computers (laptops) with the "chromebook" program as many as 15 units and 1 unit of type c connector to devices via HDMI and VGA.
"From that, we have confiscated everything as evidence and for this suspect the modus operandi of the procurement project in East Lombok," said Kadek Adi.
