DPR Finds Difference Of IDR 129.7 Billion In Salary Assistance Budget, Menaker: For Transfer Costs
JAKARTA - Commission IX of the DPR is questioning the difference of Rp. 129.7 billion from the total budget of Rp. 38.7 trillion which will be given to 15.7 million workers or laborers who have salaries or wages below Rp. 5 million per month.
Responding to this, Minister of Manpower Ida Fauziyah said that the difference in the budget was actually the supporting costs in preparing the distribution of salary assistance to be distributed to 15.7 million workers or laborers.
"Earlier there was a question about the budget of Rp. 37.8 trillion if the count did not arrive, only Rp. 37.7 trillion (for 15.7 million workers). I conveyed that the Rp. 129,788,211,000 was for interbank transfer fees if the recipient's account was not Bank Himbara. "he said, in a meeting with the DPR Commission IX and BP Social Security, Wednesday, August 26.
According to Ida, his party was indeed given funds for the preparation of planning reports and activities of approximately Rp1 billion to distribute aid. Because, said Ida, the government does not require that prospective beneficiaries have an account that is part of the Association of State-Owned Banks (Himbara), namely PT Bank Rakyat Indonesia Tbk (BRI), PT Bank Negara Indonesia Tbk (BNI), PT Bank Tabungan Negara Tbk (BTN) ) and PT Bank Mandiri Tbk.
"They just go ahead with what bank. If the requirement is for Bank Himbara, it may take longer to collect the account data, because it has to open a new account. So we proclaim that if the banks have nothing in common, then there will be a transfer fee," he explained.
Ida emphasized that if later in the data collection of the prospective recipients of salary assistance, more of them came from Bank Himbara, the funds that should have been used for this transfer fee would be returned to the state treasury.
"What if this counts to a number of prospective recipients, then it turns out that there is a lot of agreement with the recipient bank. What do you do with the money? The money will be returned to the state treasury. So at all the money will be useless at the Ministry of Manpower," he said. .
Furthermore, Ida said, the Ministry of Manpower in distributing salary assistance to 15.7 million workers or laborers only acted as a facilitator. This means that the money will be handed over to the channeling bank and transferred directly to the recipient's account.
"The money will actually be transferred from the channeling bank to the recipient's account. There will be no stopping anywhere, we are really only as facilitators, and connect administratively. I told you that if you don't need it, it turns out that the compatibility is more," surely the money will be returned to the state, "he said.
Previously, during the meeting, Commission IX member Netty Prasetiani questioned the difference between the total budget to be spent and the number of recipients of salary assistance from the government.
"If it is mentioned here, the subsidy budget that will be allocated or disbursed reaches Rp. 37,870,345,011,000, then the target will be given to 15,725,233 workers, by way of giving it in the form of Rp. 600 thousand per month, for four months, I counted it there. there is a difference, "said Netty.
According to Netty, if each worker received assistance worth IDR 600 thousand which was given for four months, the total assistance would be IDR 2.4 million. If this is multiplied by the target beneficiary of more than 15.7 million, the total budget is only IDR 37,740,556,800,000.
"So I calculated that there was a difference of Rp. 129,788,211,000 who did not have the owner or were not explained in this percentage. So, I want to ask, why? It's not just a number. But this is an ideological instrument to solve various problems and hopefully it will be able to. bring prosperity, "he said.
Moreover, said Netty, people are currently experiencing difficulties due to the COVID-19 pandemic. Supposedly, everyone has the right to get attention, assistance, reach from the government.
"So if then there is a figure that appears as much as Rp129 billion without a title, no owner and no mention, what are you going to do with this? I think this is a record," he said.
