Video Of The Riot Of TNI Members With Residents Viral, Kodam I/BB Gives An Explanation
MEDAN - Video of the commotion between the community and members of the TNI has gone viral on social media. The incident occurred in Deli Serdang Regency, North Sumatra.
It is suspected that the riots were caused by the control of rice fields. In the video circulating, it looks like pushing and chasing each other between members of the TNI and residents in the middle of the rice fields.
The atmosphere seemed tense, there was the sound of screaming mothers crying hysterically there. It is also stated that if unscrupulous members of the TNI beat the public.
"TNI beat these people," said the video recorder.
Regarding this video, the Head of the I/BB Dam, Colonel Inf. Donald Erickson Silitonga, confirmed that there had been a commotion.
Colonel Donald explained that the incident occurred when the TNI was about to install a sign on the 62-hectare land with Hak Guna Usaha (HGU) owned by Puskopkar A, Bukit Barisan, located in Hamlet 3, Sei Tuan Village, Pantai Labu District, Deli Serdang Regency.
"There has been a misunderstanding between the Puskopkar team and our local community, most of whom are (allegedly) looters. We regret that this incident happened," Colonel Donald said in Medan, Thursday, December 6.
He said the ownership of the HGU land was confirmed based on the HGU Certificate dated August 30, 1994 and proof of PBB payments made by Puskopkar every year. This has been based on the Decision of the Supreme Court of the Republic of Indonesia Register Number: 209/K/TUN/2000.
"However, there have been our brothers and sisters on this land who have used the land by farming," he said.
Colonel Donald said the validity period of the HGU will end in 2023. The Kodam 1/BB will extend it according to the procedure.
"Following this, Puskopkar put up a sign to legalize the land," he said.
In order to avoid a commotion with the community claiming the land, the installation of the signs involved various elements, starting from the Puskopkar, elements of the village government, the police and community leaders.
"But the situation changed when the community blocked the team that was working. The appeals and suggestions of related elements were ignored, so there was a crowd that caused news in the media," he said.
Regarding this incident, the Bukit Barisan Military Command 1 will follow up on this case and send a team to ascertain the facts.
"When there is an incident that is inappropriate, we are open to receiving public complaints. It will be followed up to obtain fair legal certainty," he explained.
Currently, he said, a number of witnesses and evidence have been collected to ascertain whether there were violations during the commotion.
"We all respect what is in force in this country, but we still have to respect the legal principle of the presumption of innocence. If there is sufficient fulfillment, we will act in accordance with applicable regulations. We ensure that there is no intervention whatsoever in the legal process," he said. .
