Chairman Of Commission A DPRD Disapproves Of BTT APBD Used To Cover Shortage Of PJLP Salary Budget Due To UMP Revision

JAKARTA - The DKI Jakarta Provincial Government has applied for permission to the DKI DPRD to use unexpected expenditures (BTT) in the 2022 DKI APBD to pay for the lack of salaries for other individual service providers (PJLP). This shortage is due to the revised increase in the provincial minimum wage (UMP) by 5.1 percent.

However, the Chairman of Commission A of the DKI DPRD, Mujiyono, admitted that he did not agree if the BTT budget was used to cover the payment of PJLP salaries.

"You can't transfer BTT there," said Mujiyono when contacted, Thursday, January 6.

This Democrat Party politician said that BTT was only used in emergency situations such as dealing with COVID-19. Meanwhile, the payment of PJLP salaries is a routine expenditure that is not an emergency.

"When asked if it's an emergency or not, it's subjective in the end. It's an emergency for you (DKI Provincial Government), not necessarily for me (DPRD). If everything is related to COVID-19, it's troublesome," said Mujiyono.

Moreover, he said, there are a number of programs that are planned to be carried out in 2022, but the budget has to be cut to meet the revised UMP increase of IDR 4.4 million per month.

The preparation of the APBD was carried out before the DKI Jakarta UMP 2022 was revised again by the Governor of DKI Jakarta, Anies Baswedan, to around Rp. 4.6 million per month. "Suddenly there was a PP followed by the Governor of the Governorate, the UMP increased to Rp. 4.6 million. Confused again, right?" he said.

Previously, the Head of the DKI Jakarta Regional Financial Management Agency (BPKD), Edi Sumantri in the DPRD Budget Board Meeting with TAPD, admitted that he needed an additional budget for the DKI Provincial Government PJLP salary which was planned to be allocated from the BTT budget to cover the DKI UMP.

"This is asking for approval from the Chairman, Pak Sekda, to fulfill the adjustment of the 2022 UMP amount, which will be carried out through changes to the perkada (regional head regulations) prior to the 2022 APBD changes, the funds will be taken from the BTT budget allocation with urgent criteria in January," he said.
