Ombudsman Calls HR Quality A Major Contributor To Maladministration In Gorontalo
GORONTALO - Head of the Ombudsman Representative for Gorontalo Province, Alim S Niode, said that one of the causes of maladministration in this area is the quality of human resources (HR) for public service providers.
According to him, throughout 2021, public reports related to unlawful acts or maladministration handled by his party are closely related to the quality of human resources.
"There have been more than a hundred reports from the public that have come to us, with three major forms of maladministration that dominate, namely procedural irregularities in the first order, then not providing services, followed by protracted delays," he said in Gorontalo, Antara, Tuesday, January 4.
According to him, public service providers in Gorontalo Province have tried to prepare service procedures in each agency. Unfortunately it is not yet fully effective.
"Similarly, with the protracted delay and not providing services, this shows that its human resources have problems," he said again.
He added that HR is one of the main instruments in the success of the implementation of public services, and is supported by the availability of service standards as mandated by law.
Human resources are not qualified, for example, lack of integrity, manipulative, not serving, and even incompetent in their work.
He considered it a homework for all public service providers, in district, city, provincial and vertical government agencies.
"For 2022, we are committed to continuing to oversee the implementation of public services, with the vision of the Indonesian Ombudsman being effective, reliable, fair and quality," he said.
