Response To The Proposed National Defense Institute Of The National Police Under The Ministry, Gerindra Calls It Complicated The Bureaucracy, Poor People

JAKARTA - Member of Commission III of the Indonesian House of Representatives from the Gerindra faction Habiburokhman assessed that the proposal for the formation of the Ministry of Homeland Security and the National Security Council from the Governor of Lemhannas Agus Widjojo was unattractive.

Moreover, one of the goals is to make the police (Polri) under the ministry. Instead, said Habiburokhman, the proposal would complicate the bureaucracy in high state institutions.

"I think the proposal is even more complicated," said Habiburokhman at the DPR Building, Tuesday, January 4.

The Deputy Chairperson of the Gerindra Party considered that the Lemhanas Governor's idea was too imposing. It is better, said Habiburokhman, to maximize the existing institutions or agencies.

"If we are the Gerindra Faction, I think the current one is good, we shouldn't experiment too much, we'll feel sorry for the people. That's not an interesting idea this time," he said.

Habiburokhman reminded that the proposal was based on public criticism because the supervision of the National Police was considered not working. So the solution is not to simplify state agencies.

"There are too many of us, this commission, that commission, this council, that council, so it's more bureaucratic. Now, if the context of supervision of the Police is clear in parliament, the budget is also here in the DPR, I just think the supervisory model is strengthened," he said. .

Previously, Agus Widjojo in his statement said that the Ministry of Homeland Security would oversee the National Police. This proposal is based on the results of an internal study at Lemhanas.

He said that so far security issues have been included in the portfolio of the Ministry of Home Affairs (Kemendagri). However, Lemhanas assesses that the burden on the ministry is too much so that it is necessary to form a Ministry of Homeland Security.

Agus stated that this proposal was only a discourse and had not been officially proposed to President Joko Widodo (Jokowi). But, he considered, the Police as an operational institution should not be able to formulate its own policies.

"To realize security and order, there needs to be law enforcement, namely the National Police. It should be placed under one ministry, and the National Police like the TNI, an operational institution. Operations must be formulated at the ministerial level by a political institution, from which policy formulations are made, defense by TNI, and security of order by the Police," said Agus.
