OTT Only 6 Times Until The Ethical Violation Of The Leaders, Makes The KPK Get A Red Report

JAKARTA - The Corruption Eradication Commission (KPK) received a red report card from Indonesia Corruption Watch (ICW) at the end of 2021. There are many reasons. But one of them is because the number of prosecutions in the era of Firli Bahuri et al was less than the other leaders.

ICW submitted a red report card to Firli Bahuri on Thursday, December 30, at the KPK's Red and White Building, Kuningan Persada. In the red report card, there are a number of assessments given by ICW.

For an effort to maintain employees with integrity, Firli got an F score. Furthermore, to comply with the code of ethics of the KPK leadership, ICW gave an E-; increase OTT given value is E; shows no D- political gimmick; and to catch a fugitive who's been on the run for years E-.

Regarding the assessment, ICW researcher Kurnia Ramadhana said there were serious problems that could not be resolved. So, Firli Bahuri et al deserve a red ponten.

"There are a number of serious problems that the KPK has not been able to resolve, especially the KPK leadership. First, for example, we see that the number of prosecutions has declined sharply," Kurnia told reporters at the time.

Kurnia explained that this year, the KPK only managed to carry out six hand arrest operations (OTT). This figure is certainly a decrease compared to the previous year.

Another problem is the violation of the code of ethics by two KPK leaders, namely KPK Chair Firli Bahuri and KPK Deputy Chair Lili Pintauli Siregar. "Then the third is related to getting rid of dozens of employees with integrity through TWK," he said.

Kurnia also said that the KPK now often shows gimmicks as if they are not law enforcers but like politicians. This can be seen from a number of actions shown by the KPK leadership.

"Today's KPK is not acting in law enforcement but instead looks like a police officer. For example, back in 2020, the KPK leadership had time to cook fried rice and had time to distribute social assistance," said the anti-corruption activist.

In addition, Kurnia does not deny that efforts to eradicate corruption are only based on prosecution. However, considering the current condition, many prevention efforts are not working and even contain problems.

"KPK's supervision also doesn't involve a lot of big cases. Not to mention we're talking about the internal management of the institution apart from the National Insight Test, there are a number of regulations issued by the KPK that cause controversy in the community and even violate the provisions of the law," explained Kurnia.

"For example, how is the KPK bureaucracy getting fatter because there is Commission Regulation (Perkom) 7 of 2020 and we actually consider the Perkom to violate the laws and regulations," he added.

With these various bases, ICW then submitted a red report card to Firli et al. "We gave E to the KPK or did not pass. In fact, this leader has brought the KPK to become a law enforcement agency with truly integrity and quality to maximize the eradication of corruption," he said.

Receiving the red score, the KPK spoke up. Acting KPK Spokesperson for Enforcement, Ali Fikri, said eradicating corruption could not only be seen from the prosecution alone, let alone the number of hand arrest operations (OTT).

The achievement of eradicating corruption is not limited to just taking action, let alone counting the number of OTT. Because OTT is only one method of taking action," Ali told reporters on Friday, December 31.

He said the anti-corruption commission had only carried out silent operations six times. However, 105 investigation warrants (sprindik) were issued with a total of 123 suspects.

"That is, if you refer to this figure, the determination of suspects through OTT is not more than 5 percent of the total KPK investigation activities," he said.

In addition, the KPK also continues to intensify prevention and anti-corruption education in collaboration with stakeholders at regional, national and global levels.

In fact, from prevention efforts through the coordination function, Ali said, his party managed to save potential state and regional financial losses of IDR 35 trillion from collecting PAD receivables, controlling and saving assets.

"Meanwhile, through an education strategy, the KPK has encouraged 360 local governments to ratify anti-corruption education regulations. The KPK has also succeeded in encouraging the implementation of anti-corruption education at more than 24 thousand at the basic education level, more than 3,400 in secondary education, and more than 6,200 in university study programs," " he explained.

Ali asked the public to remain optimistic about the KPK and support the corruption eradication strategy. However, his party still respects every public perception, including criticism that enters the institution.

Moreover, since the beginning the KPK has always placed the community as partners in supporting the task of eradicating corruption.

"We hope that the public will provide optimism as well as support for the three corruption eradication strategies. Hand in hand to create an Indonesia that is free from corruption," he concluded.
