Don't Damage The Grand Vision Of The Omnibus Law With 'Custodians'
JAKARTA - President Joko Widodo (Jokowi) reminded that the draft Omnibus Law Bill for Job Creation, which will be submitted to the Indonesian Parliament in mid-January, includes 11 clusters involving 30 Ministries and Institutions (K / L).
To that end, the President asked that the big vision and framework have a clear focus, so that consistency is maintained, and must be completely synchronized, integrated.
"I do not want this bill to only be a place to accommodate the wishes of the Ministries and Institutions. Do not just accommodate, accommodate, accommodate the wishes but do not enter into the big vision that I have been conveying back and forth, "said the President while giving an introduction to the Limited Meeting (Ratas) on the Development of Employment Creation Omnibus Law, at the Bogor Presidential Palace, Java. West, Friday 27 December.
The President also reminded that the draft law should be properly checked, not to be used as a ride on irrelevant articles deposited. Therefore, the President requested that after the meeting, the Coordinating Minister for the Economy led a joint study with the Minister of Law and Human Rights, the State Secretary and the Cabinet Secretary before submitting it to the DPR.
"Because we told the DPR about that maybe maybe after January 10, maybe," continued the President.
President Jokowi also asked the Attorney General, Polri, BIN to see the following effects of this Omnibus Law. "Seen, do not cause things that we do not want, so please communicate those related to those in the Omnibus Law," he said.
President Jokowi also asked the relevant ministers to prepare derivative regulations from the Omnibus Law Bill because the government wanted to work fast. "Regulations derived from the Omnibus Law, both in the form of the Draft PP (Draft Government Regulation), the revised PP, and the Draft Perpres (Presidential Regulation)," said President Jokowi.
According to the President, derivative regulations must be worked out in parallel not only to make the bill and its implementing regulations a solid regulation, but also to make it easier for stakeholders to understand the grand architecture of the Omnibus Law being worked on.
"This will speed up the execution process in the field, after this draft is approved by the DPR," said the President. The President also ordered the Coordinating Ministers, the Coordinating Minister for Political, Legal and Security Affairs, the State Minister for State Secretariat, and the Seskab to publicly expose the Omnibus Law Bill, so that if there are things that need to be accommodated, paid attention to, they can still be. "This means that this is a process of openness that we want," said President Jokowi.
