KPK Ends Tracks Fee Recipients For Other Minahasa IPDN Campus Development Projects At The Ministry Of Home Affairs

JAKARTA - The Corruption Eradication Commission (KPK) is investigating the alleged receipt of fees by certain parties at the Ministry of Home Affairs (Kemendagri) related to the construction project for the Institute of Domestic Administration (IPDN) campus in Minahasa, Central Sulawesi in 2011.

This investigation was carried out by examining three witnesses on Monday, December 27 yesterday. They are being investigated to complete files belonging to the Head of Construction Division VI PT Adhi Karya, Dono Purwoko, who is a suspect in this case.

"The investigative team has examined witnesses for the suspect DP et al," Acting KPK Spokesperson for Enforcement Ali Fikri told reporters, Tuesday, December 28.

Ali said the witnesses summoned were PT Adhi Karya employee, Didi Kustiadi; Director of PT Kharisma Indotarim Utama, Mulyawan; and a former employee of PT Adhi Karya, Ari Prijo Widagdo.

"The witnesses were present and their knowledge was explored, among others, related to the alleged meeting between the witness and the suspect DP et al to discuss the provision of a number of project fees for certain parties at the Ministry of Home Affairs," he said.

In this case, the KPK has also named a number of parties as suspects. They are Duddy Jocom and Head of Division Gedug or Head of Division I of PT Waskita Karya Persero, Tbk. namely Adi Wibowo who has not been arrested at this time because he is still sick.

This case began in 2010 where there was a meeting between representatives of the Ministry of Home Affairs (Kemendagri) and consulting and contractor companies, one of which was PT Adhi Karya.

This meeting then discussed the construction of IPDN campus buildings in a number of areas including Minahasa Regency, North Sulawesi and was held several times.

From this meeting, it was finally agreed that the building construction project would be carried out by PT Adhi Karya. However, this agreement is based on the provision of a fee commitment to the Ministry of Home Affairs which is included in the Budget and Cost Plan (RAB) for the IPDN Campus Development Work in North Sulawesi for the 2011 Fiscal Year.

Furthermore, the granting of the fee was approved by Dono Purwoko. Not only that, he is also suspected of applying for implementation payments when the project was still 89 percent, which was then followed up by Duddy Jocom, who is the Commitment Making Officer (PPK) of the Center for Financial Administration and Asset Management, Secretary General of the Ministry of Home Affairs.

Then, Dono also handed over money from PT Adhi Karya to Duddy in November 2011 to April 2012 as a reward. Due to his actions, the state is suspected of having lost up to Rp. 19.7 billion of the contract value of Rp. 124 billion.
