Former Treasurer Of Public Health Center In Medan Corruption Rp2.4 Billion For Online Arisan Sentenced To 7.5 Years In Prison

MEDAN - The Medan District Court (PN) panel of judges sentenced the former treasurer of the Glugur Darat Health Center, Medan, Esthi Wulandari to 7.5 years in prison.

The verdict was read out by the panel of judges chaired by As'ad Rahim Lubis during a teleconference held in the Cakra III room, Medan District Court, Monday, December 27.

The judge stated that Esthi was guilty in the case of alleged corruption in the capitation fund for the National Health Insurance (JKN) amounting to Rp. 2.4 billion.

The panel of judges agreed with the public prosecutor regarding the application of the article. Esthi was found guilty of violating Article 2 in conjunction with Article 18 paragraph I of the Corruption Law as amended by Law Number 20 of 2001 concerning the Eradication of Criminal Acts of Corruption.

"The defendant is legally and convincingly guilty of committing a criminal act of corruption as charged by the public prosecutor. Sentencing the defendant to a prison term of 7 years and 6 months," said the chairman of the assembly, As'ad Rahim Lubis before the Public Prosecutor Fauzan Irgi and the defendant's attorney.

The panel also sentenced the defendant to pay a fine of Rp. 300 million, subsidiary to 6 months in prison. He was also charged with paying state compensation of Rp. 2,452,344,204.

"With the provision that if within 1 year after the inkrah decision the defendant is unable to pay the replacement money, then his property is confiscated for auction. If it is still not sufficient, he will be punished with imprisonment for 4 years," explained the judge.

The judge said that the consideration of the sentence handed down to the defendant was because the defendant's actions were very detrimental to the country's finances and economy. The defendant's actions contradict the government's efforts to eradicate corruption.

"The mitigating circumstances are that the defendant has never been convicted, the defendant is polite and has family responsibilities and the defendant regrets his actions," said As'ad.

This decision is the same as the demands made by the Public Prosecutor from the Medan Kejari. Regarding this decision, the defendant is still expressing his thoughts.

Previously in the indictment, it was stated that the defendant as Treasurer of the JKN Capitation Fund gradually disbursed 8 times to the Social Security Administering Agency (BPJS) FY 2019 to Bank Sumut, not in accordance with the actual facts.

The JKN Capitation Fund was managed by Witness Rosita Nurjanah as the Head of the Glugur Darat Health Center and the JKN Capitation Fund Treasurer held by the defendant Esthi Wulandari.

The results of the audit showed that the cash for the Glugur Darat Health Center was short of Rp.2,789,533,186 as well as a state financial loss.

Another fact is that he is said to have used the proceeds of corruption for his personal interests, one of which was to join an online social gathering.
