Criticism Of KNKT's Recommendation Regarding Transjakarta Accident, DPRD: 5 Hours More Comprehensive Commission B Meeting
JAKARTA - DKI DPRD Commission B member Gilbert Simanjuntak criticized the recommendation issued by the National Transportation Safety Committee (KNKT) which had conducted a two-week study on the problem of the Transjakarta bus accident.
Gilbert considers the NTSC recommendations do not touch the problem as a whole. He views that the results of the NTSC analysis should be able to touch on many issues for the improvement of TJ.
"The DKI DPRD Commission B meeting which lasted only 5 hours was able to dig deeper into the problem and find the root of the problem. Without this KNKT recommendation, the Transjakarta issue has been discussed more comprehensively by Commission B," Gilbert told reporters, Friday, December 24.
In fact, said Gilbert, the underlying problem that became the recommendation was an overall management improvement starting with the replacement of the Director of Services, Operations and Engineering with a better one.
He said, the entire transportation chain in Transjakarta also needs to be addressed. Seeing, currently there are many dirty bus stops, termination of cooperation with operators who do not follow the rules, excessive working hours of drivers, and road repairs on routes.
"The root of the problem lies with the Board of Directors, their capabilities are maximized and need to be better. In fact, some have never managed transportation operations and then became transportation directors for 12 million DKI residents," said Gilbert.
Previously, it was reported that the KNKT had completed a thorough evaluation of the series of accidents in the TransJakarta fleet. KNKT gave four recommendations to PT Transport Jakarta (TransJakarta) regarding safety evaluation.
Plt. Head of the KNKT Traffic and Road Transport Investigation Mode Sub-Committee (LLAJ), Ahmad Wildan, said the four evaluation recommendations were related to risk management in TransJakarta, fleet feasibility, crew eligibility, and route or track safety.
"We see that within the organizational structure of TransJakarta there is a need to add a special department to manage risk management and provide safety guarantees," said Ahmad Wildan.
In addition, TransJakarta needs to make improvements in terms of standard operating procedures used.
"There are many hazards and risks, so we need a procedure that is adaptive and responsive to the development and dynamics of the technology," he said.
Regarding the safety of the route or track, according to Wildan, the KNKT also recommends TransJakarta to map the risks related to the route traversed by TransJakarta buses.
"In this recommendation, we ask BPTJ to conduct a 'road hazard mapping' (RHM) on the TransJakarta route, both BRT, non-BRT, and on toll roads. Then this output will be a policy and implementation," said Wildan.
Regarding driver competence, the KNKT has also discussed with TransJakarta management and professional certification bodies where there is a need for a review of the Indonesian National Work Competency Standards (SKKNI) and professional competency schemes.
"Regarding driver competence, in 2022 TransJakarta will create an academy. It is planned to create an education and training mechanism to create drivers who have three rings of competence, namely related to knowledge, skills, and good attitude," he added.
