DPRD Receives News That The DKI Provincial Government Will Revise Again The 2022 UMP Increase

JAKARTA - The revision of the provincial minimum wage (UMP) for DKI in 2022 from 0.85 percent to 5.1 percent has sparked a polemic. On the one hand, it was supported by the workers' group, on the other hand, it was protested by the businessmen.

Secretary of Commission B of the DKI DPRD, Pandapotan Sinaga, said that his party had contacted the Jakarta Manpower, Transmigration and Energy Agency (Disnakertransgi) to ask for an explanation.

According to Pandapotan, the Manpower and Transmigration Office replied that his party would again revise the UMP. If it is revised, the determination to increase the UMP will be the third time it has been carried out.

"I called the Manpower Office yesterday, and they said there would be another revision," Pandapotan told reporters, Tuesday, December 21.

Therefore, Pandapotan said that Commission B of the DKI DPRD would summon the Manpower and Transmigration Office to ask for a more detailed explanation regarding the revision of the UMP to the polemics it caused.

"Later on, we will call Commission B again (Disnakertransgi) to ask about the basis for the revision. Because the revision must have a basis," said Pandapotan.

He assessed that Anies's change in the nominal value of the DKI Jakarta UMP in 2022 created a commotion among the people of Jakarta. This is because the UMP revision has sparked protests from employers' associations.

"I think Anies wants to create a commotion with his people. Why is that? Because it will create an unfavorable atmosphere between entrepreneurs and workers," said Pandapotan.

It is known, Anies changed the UMP increase from 0.85 percent initially to 5.1 percent. In 2021, DKI's UMP is IDR 4,416,186. If it increases by 0.85 percent or Rp. 37,749, the 2022 UMP will be Rp. 4,453,935. Then, when Anies raises 5.1 percent or Rp. 225,667, the UMP for DKI next year will be Rp. 4,641,854.

This policy was protested by the Indonesian Employers Association (Apindo). Apindo Chairman Hariyadi Sukamdani assessed that DKI Jakarta Governor Anies Baswedan had violated wage regulations related to the revision of the DKI Jakarta provincial minimum wage (UMP) increase in 2022.

"In this case, we see that the regional head, the Governor of DKI Jakarta, has violated the wage regulations, namely those in Government Regulation (PP) Number 36 of 2021 concerning Wages," said Hariyadi.

Hariyadi said Anies violated the provisions in the PP Wages, in particular Article 26 concerning Procedures for Calculation of the Minimum Wage; Article 27 regarding UMP; and Article 29 regarding the time for determining the minimum wage that should be for the province no later than November 21, 2021.

Hariyadi urged Anies to withdraw the decision to revise the UMP increase by 5.1 percent. If not, Apindo will sue Anies to the Jakarta State Administrative Court (PTUN).

"We will sue the revised results to the PTUN and coordinated by Apindo DKI. Regarding that, we are waiting for the governor's regulation before proceeding to the PTUN," he said.
