Anies Baswedan Revision Of DKI 2022 UMP, Employers Ask For Certainty From The Minister Of Manpower

JAKARTA - Entrepreneurs who are members of the Indonesian Indigenous Entrepreneurs Association (HIPPI) responded to the steps of the Governor of DKI Jakarta Anies Baswedan who revised the amount of the increase in the provincial minimum wage (UMP) for DKI 2022.

As is known, the Governor of DKI Jakarta Anies Baswedan revised the decree on the determination of the DKI Jakarta UMP in 2022, which previously increased by 0.85 percent based on the formula regulated in PP No. 36 of 2021, to 5.1 percent or an increase of Rp. 225,667 from the 2021 UMP.

The General Chairperson of the DKI Jakarta HIPPI DPD Sarman Simanjorang admitted that he respects the good intentions of the DKI Governor who wants to fight for the fate of his citizens, however, all of them have legal and regulatory basis.

Therefore, according to Sarman, this is where the role of the Ministry of Manpower is to oversee existing regulations to provide legal certainty for the business world. Because, regarding the UMP is a common interest between employers and workers.

"We view that the government is one, for that we completely leave this matter to the government in this case the Ministry of Manpower to straighten and ensure that the process of determining the UMP is in accordance with the regulations that have been set," he said in a written statement received by VOI, Saturday, December 18.

Sarman requested that the issue of determining the increase in the DKI Jakarta UMP 2022 be immediately straightened out so that it would not be prolonged. Because, if allowed to continue without certainty, a lawsuit will arise from the business community.

"It is feared that later there will be businessmen who sued the revision of the UMP that will be increasingly unproductive, on the other hand we are still struggling to restore the economy in the midst of the COVID-19 pandemic," he said.

In addition, Sarman admitted that until now we have not received and read a copy of the Governor's Decree revising the DKI Jakarta UMP in 2022. According to him, his party has only read through the news in the mass media.

"We have just read news from the media that the DKI Jakarta Provincial Government has revised the 2022 DKI Jakarta UMP which has been stipulated through Governor Decree No. 1395 of 2021," he said.

Furthermore, Sarman admitted that indeed the determination of the 2022 DKI Jakarta UMP was rejected by the Labor Union because it was considered too small. The rejection was voiced through a demonstration at the DKI Jakarta City Hall.

The Governor of DKI Jakarta has also written to the Central Government in this case the Minister of Manpower of the Republic of Indonesia numbered 533/-85.15 dated November 22, 2021 which states that the formula for determining the UMP DKI Jakarta 2022 does not match the conditions in Jakarta and is requested to be changed.

"Now the question is whether the Minister of Manpower has answered the Governor's letter, so there is an opportunity to revise the DKI 2022 UMP that has been set. Of course, we from business actors ask for clarification from the Minister of Manpower, because they are the ones who are responsible for enforcing the rules and regulations related to this. with the determination of the UMP," he said.

Anies Baswedan revised the increase in DKI UMP

DKI Jakarta Governor Anies Baswedan revised the increase in the provincial minimum wage (UMP) for DKI Jakarta in 2022 by 5.1 percent. Previously, DKI UMP was set to rise 0.85 percent.

Thus, the DKI Jakarta UMP in 2022 will increase by Rp. 225,667 to Rp. 4,641,854 per month. Anies hopes that the revised UMP increase can meet the needs of the workers.

"With an increase of IDR 225,557 per month, our fellow workers can use it for daily needs such as rice, chicken meat, eggs and milk, compared to the previous increase of IDR 37,749," Anies said in his statement, Friday. , December 17th.

The increase in the UMP amount resulted from Anies' efforts, who previously sent a letter to the Minister of Manpower of the Republic of Indonesia regarding the Proposal for a Review of the 2022 Provincial Minimum Wage Determination Formula (UMP).

This policy was carried out after a review and re-discussion with all relevant stakeholders. Governor Anies emphasized that the decision to increase the DKI UMP upholds the principle of justice.

Anies continued, the increase in the UMP in 2022 by 5.1 percent was appropriate as a form of appreciation for workers who contributed to the capital city's economy during the pandemic.

The decision to increase the DKI UMP is rejected by workers

President of the Confederation of Indonesian Trade Unions (KSPI) Said Iqbal assessed that the 2022 DKI Jakarta Provincial Minimum Wage (UMP) increase was not even enough to pay for public toilets. In fact, the capital city of Indonesia occupies the 7th richest position in the world.

The DKI Jakarta Provincial Government has determined the amount of the DKI Jakarta UMP in 2022. In its calculation, the wages of workers will increase by 0.85 percent or around Rp. 37 thousand to Rp. 4,453,935. The determination of this year's UMP is said to be in accordance with the provisions of the laws and regulations which are the reference for all regions of Indonesia.

Said Iqbal also explained, if the DKI Jakarta UMP 2022 increases by Rp. 37 thousand, the daily wage will only increase by Rp. 1,258.3 or less than Rp. 1,500. This means that if workers want to use public toilets, they must pay a number, because the tariff for public toilets is Rp. 2,000.

Therefore, Iqbal also plans to bring the issue of wages for DKI Jakarta, which has a very small increase, into the international campaign.

"How is it possible for DKI, what am I going to do internationally. DKI, God, Wednesday, DKI increases wages, Indonesia's capital is the 7th richest in the world. In 2022, it becomes the chairman of the G20, the capital city increases wages to below Rp. 1,500. Go to the toilet It's just not enough, Mr. Governor. Going to a public toilet is Rp. 2,000, sir. You give the people of Jakarta Rp. 1,500," he said in a virtual press conference, quoted on Tuesday, November 23.

Because of that, Iqbal said thousands of workers would stage a demonstration in front of the DKI City Hall on November 29 to 30. Because, Iqbal considered that the Governor of DKI Jakarta Anies Baswedan was also the culprit of the cheap wages by setting the provincial minimum wage (UMP) only slightly increased.

"The governor of DKI is the culprit, because if the governor of DKI has decided it will be difficult for the UMK (district/city minimum wage)," he said.

Not only will the demonstration be held in front of the DKI Jakarta governor's office, said Iqbal, on the same date the demonstration will also be held at the state palace and the Office of the Ministry of Manpower. "The super culprit of all these problems is the Ministry of Manpower," he said.
