Involved In Corruption, Former Head Of Office In NTB Husnul Fauzi Apparently Controls 22 Project Packages Worth Rp206 Billion

MATARAM - The former Head of the West Nusa Tenggara (NTB) Agriculture and Plantation Service, Husnul Fauzi, is known to have controlled 22 packages of corn seed procurement in 2017 worth Rp206 billion.

This was revealed from the confession of the Commitment Making Officer (PPK), Wikanaya answering questions from public prosecutor Hasan Basri during a trial at the Mataram Tipikor District Court, Thursday, December 2. Wikanaya was asked about the process of working on 22 packages of corn seed procurement of various varieties.

"All packages are divided. The system is Direct Appointment (PL)," said Wikanaya.

The distribution of the project package, he said, was under the control of the defendant Husnul Fauzi, as the Budget User Authority (KPA). Wikanaya admitted to making contracts with several companies of the defendant's choice.

"I am only carrying out the task of KPA's orders. There is a recommendation letter from KPA in the form of a letter to appoint the company as the winner," he said.

The recommendation letter for the appointment was then forwarded to the Integrated Service Unit (UPT) for the Procurement of Goods and Services and became the basis for the direct appointment of a number of companies as procurement implementers.

"So it has been arranged first," he said.

In his testimony, Wikanaya confirmed the evidence in the form of contract documents that the prosecutor showed before the panel of judges. There were 21 procurement documents that were shown by the prosecutor.

From most of the documents, PT Wahana Banu Sejahtera (WBS) got the most contracts. A total of 9 procurement contracts, the value of which varies from Rp. 5.8 billion to Rp. 31 billion, which is now the case until it goes to court.

Meanwhile, PT Sinta Agro Mandiri (SAM) has three procurement contracts. The maximum contract value is IDR 21 billion. For the procurement that is currently on file, the contract is worth Rp. 17,256 billion.

In determining the PT SAM contract, Wikanaya admitted that the company did not have experience in procuring Hybrid 3 maize seeds.

However, the defendant asked him to keep making a contract for PT SAM as a provider of corn seeds.

"I made the contract by copying the draft of the 2016 seed procurement contract," he said.

In the contract, the contract period is determined, starting from September 19, 2017 to September 30, 2017. After the contract is completed, Wikanaya submits it to ULP.

Before delivering the contract documents to ULP, he had time to question Husnul. Because, PT SAM does not yet have supporting data from distributors.

"But KPA denies that (PT SAM) has data on the support of seed distributor companies from companies in East Java," he also said.
