Allegations Of Corruption At The PUPR Service Of Banjarnegara Regency Government, KPK Examines Deputy Chairperson Of DPRD Edy Purwanto

JAKARTA - The Corruption Eradication Commission (KPK) summoned six witnesses in the investigation of cases of alleged corruption participating in the buying, procurement or leasing at the PUPR Office of the Banjarnegara Regency Government in 2017-2018 and receiving gratuities.

One of the witnesses summoned was the Deputy Chairperson of the Banjarnegara Regency DPRD, Central Java, Edy Purwanto. According to the plan, Edy's investigation will take place at the Banyumas Police Satreskrim Office.

"The investigative team has scheduled the examination of witnesses for suspect BS (Budhi Sarwono/Banjarnegara regent) and his friends," said Acting KPK spokesman Ali Fikri in his statement in Jakarta, Antara, Thursday, December 2.

Meanwhile, five other witnesses were summoned, namely a Civil Servant (PNS) named Tatag Rochyadi, a former civil servant named Heron Kristanto, Nursidi Budiono from the private sector/administrative staff of PT Bumi Rejo and Director of CV Karya Bhakti, Waluyo Edi Sujarwo from the private sector/Director of CV Tuk Sewu, and Zainal Arifin as Director of PT Anugrah Setiya Buana.

The KPK had announced Budhi and Kedy Afandi (KA) as Budhi's confidants as suspects last March.

In the construction of the case, the KPK said that in September 2017, Budhi ordered Kedy to lead a coordination meeting (rakor) which was attended by representatives of construction service associations in Banjarnegara Regency.

In the meeting, conveyed according to Budhi's orders and directions, Kedy said that the work project package would be relaxed by increasing the Self Estimated Price (HPS) by 20 percent of the project value and for companies that want to get the project package, they are required to provide a commitment fee of 10 percent of the project value.

The follow-up meeting was again held at Budhi's private house which was attended by several representatives of the Banjarnegara Gapensi Association and Budhi directly said that they had raised HPS by 20 percent of the current price.

With the continued distribution, it is worth 10 percent for Budhi as a commitment fee and 10 percent as a partner's profit.

In addition, Budhi also played an active role by participating directly in the auction of infrastructure works, including distributing work packages at the PUPR Office of Banjarnegara Regency, involving his family-owned company, and arranging the winning bidder.

Kedy is also always monitored and directed by Budhi when making arrangements for the distribution of work packages which will later be carried out by Budhi's company which is part of the Bumi Rejo group. Budhi's acceptance of a 10 percent fee commitment is carried out directly or through the intercession of Kedy.

The KPK suspects that Budhi has received a fee commitment for various infrastructure project works in Banjarnegara Regency of around Rp. 2.1 billion.

For their actions, Budhi and Kedy are suspected of violating Article 12 letter i and/or Article 12 B of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001 in conjunction with Article 55 paragraph 1 of the Criminal Code.
