The 13th Salary For Liquid Civil Servants, Sri Mulyani: Echelon I And II Also Get
JAKARTA - The government has disbursed the salaries of the 13 Civil Servants (PNS). In addition, the government has also transferred the 13th pension to PT Taspen (Persero) for the needs of the 13th retirement fund for PNS, TNI and Polri which will be disbursed starting today.
Finance Minister Sri Mulyani Indrawati emphasized that echelon I and II civil servants (PNS) still get the 13th salary disbursement. In fact, previously he said the two groups were not included in the list that received the 13th salary.
Sri explained that the payment of the 13th salary to echelon I and II level officials was made as a token of appreciation for the hard work in handling the current COVID-19 pandemic.
"The principal policy of all 13 salary allowances will be given to civil servants, TNI, Polri, and non-PNS employees working in government agencies and judges in judicial institutions, including echelon I and II as an appreciation for the hard work of dealing with COVID-19. 19, "he said, in a video conference with journalists, Monday, August 10.
The budget for retirees reaches IDR 7.88 trillion, which comes from the state budget. Apart from pension, there is also an allocation of the 13th civil servant salary for active employees amounting to Rp6.94 trillion. Meanwhile, the allocation of the 13th salary from the APBD reached Rp. 13.99 trillion. Thus, the total budget for salaries and pensions for this 13th year will reach IDR 28.82 trillion.
Sri Mulyani said, with the inclusion of echelon I and II in the category of civil servants who received the 13th salary disbursement, the government decided to increase the budget.
For information, the amount of the budget is larger than the initial plan to disburse the 13th salary of Rp. 28.5 trillion, consisting of Rp. 14.6 trillion from the APBN and Rp. 13.89 trillion from APBD.
As is known, in Government Regulation (PP) Number 44 of 2020 concerning the Provision of Salaries, Pension, Allowances, or Thirteenth Income in 2020, it is explained that the 13th salary, pension, allowance or income is not given to certain state officials including the President and Vice President, Chairperson, Deputy Chairperson and Members of the MPR, as well as the Chairperson, Deputy Chairperson and Members of the DPR.
In addition, there are also ministers and ministerial-level positions, governors and deputy governors, and regents. There are also leaders of institutions such as the BPK, the Supreme Court, the Constitutional Court, and members of the DPRD.
"For confirmation, the payment of the 13th salary is not for state officials, in this case state officials who do not get the 13th salary such as when they do not get THR, namely ministers, DPR members, all high-ranking officials such as the president and all cabinet ranks," he explained .
Paid in stagesSri Mulyani explained that the payment will start on August 7. Where the State Treasury Service Office (KPPN) receives a Payment Order (SPM) first.
It was recorded that until Monday 10 August at 12.00 WIB, around 82.5 percent of the Work Units (Satker) had submitted SPM. "Almost everything has been processed at the KPPN. For the 13th pension, the funds have been transferred to PT Taspen to be distributed to channeling banks," he explained.
Meanwhile, for the payment of salaries to the 13 regions by the regional government (Pemda), the DGT Regional Office continues to communicate and coordinate with the local government partners.
"We hope that starting today, the ASN, TNI and Polri will have started to receive significant salaries," he said.
Previously, Sri Mulyani said that the payment of the 13th salary was carried out with due observance of the THR policy which was carried out in May.
Sri Mulyani emphasized that the 13th salary and pension is not given to echelon I state officials, echelon II officials, and officials at their level.
