JAKARTA - Government authorities around the world are facing challenges to tackle the emergence of increasingly rapid artificial intelligence (AI). In China, local authorities announced that they plan to implement a mandatory review for generative AI services before public operations.
According to a statement on China's Cyber Administration website, China's internet regulator, an AI service provider is responsible for ensuring all content is accurate, respects intellectual property (IP), and is not discriminatory or jeopardizes security. In addition, all content generated by AI must be clearly labeled as AI content.
The announcement came after one of China's largest technology companies, Baidu, launched a new AI chatbot, "Ernie," which challenged OpenAI's ChatGPT at the end of March.
This chatbot is built from an AI-based deep learning model called Ernie, which stands for "enhanced representation through knowledge integration." In addition to Baidu's AI chatbots, other Chinese tech giants such as Alibaba and SenseTime are also racing to build an AI platform that challenges Google and Microsoft.
Like Chinese authorities, many governments around the world are looking for ways to deal with the emergence of AI services. Recently, Japan has publicly shown its support for OpenAI's ChatGPT. The Japanese government has even said it will consider combining AI technology into its government system during privacy and cybersecurity issues.
However, some countries are not very supportive of this emerging technology. Italian regulators temporarily banned ChatGPT after data breaches on the platform revealed users' personal data. In Canada, OpenAI faces a privacy investigation after being accused of gathering personal information.
