Different Attitudes Of DPRD-Anies Regarding Budget Cutting And Number Of TGUPP Members

JAKARTA - The chairman of the DKI Jakarta DPRD, Prasetio Edi Marsudi, emphasized that he would not allow the budget of the Governor's Team for the Acceleration of Development (TGUPP) to be used for Rp.19.8 billion in 2020.

The reason is, the DPRD has asked the Governor of DKI Jakarta Anies Baswedan to cut the TGUPP salary that is borne by the APBD to only 50 people, from previously reaching 67 people.

"(The budget) is reduced. It's only 50 people, depending on who will be elected," said Prasetio when met at the DPRD DKI Building, Central Jakarta, Wednesday, December 11.

Even so, the proposed budget ceiling was still IDR 19.8 billion. The remaining 17 people who later no longer serve as members of TGUPP, are returned to the regional treasury for other allocations.

"The remaining TGUPP budget, which is now 50 people, depends on whether he wants to take (the people) which is for efficiency. The remaining TGUPP money is left to BTT (unexpected costs)," he said.

Separately, DKI Jakarta Governor Anies Baswedan stated that the TGUPP budget would not be reduced. He felt that the DPRD only provided input and later it would be used as a consideration for the evaluation of TGUPP.

"The budget has not changed. They only recommended the number of people, but the budget has not changed. They provided input. Of course we will consider it," said Anies.

In addition, the Acting Head of DKI Bappeda, Suharti, said that the budget ceiling is still provided as before. However, in its implementation, the budget does not have to be absorbed one hundred percent.

"If it is left over, later it will go to the others in the revised APBD," said Suharti.

However, all decisions are in the hands of Anies. Anies continued to listen to input from the board. However, the matter of financing and the number of TGUPP members depends on the revision of the rules that Anies will make in 2020.

"Later at the beginning of the year there will be a renewal of the Governor Regulation (revision of the DKI Governor Regulation Number 16 of 2019 concerning TGUPP) again," he explained.

For information, the TGUPP budget is often dragged into the discussion of the 2020 APBD draft, both in Commission meetings and Budget Board meetings.

TGUPP is Anies' subordinate whose job is to ensure that the Governor's Regional Strategic Activities (KSD) which are proclaimed every year run smoothly. KSD is the pouring of the Governor's vision and mission into a work program carried out by SKPD / OPD.

There is a difference between TGUPP and SKPD. TGUPP is the delivery of ideas in a program and policy proclaimed by the Governor for SKPD as executor.

However, over time, the DPRD complained about the existence of TGUPP. Various kinds of criticism were leveled by members of the council. Starting from the 67 members, the budget burden for 2020 reached IDR 19.8 billion, but its performance cannot be evaluated, until it is suspected that it has extended the hand of the policy-making process.
