Revision Of The KSDAHE Law, KLHK Calls Containing The Umbrella For Conservation Funding Law

JAKARTA - The Ministry of Environment and Forestry (KLHK) conveyed that the Revision of the Biological Natural Resources Conservation Act and its Ecosystems (Revision of the KSDAHE Law) contains the strengthening of several elements, including conservation activities in the designated area to include the legal umbrella for funding.

"Indeed, there is an essence of novelty in Law Number 32 of 2024 to respond to the actual needs of the public," said Director General of Natural Resources and Ecosystem Conservation (KSDAE) of the Ministry of Environment and Forestry, Satyawan Pudyatmoko, during a meeting with the media in Jakarta, Thursday, September 19, which was confiscated by Antara.

He explained that the changes contained in Law Number 32 of 2024 concerning Amendments to Law Number 5 of 1990 concerning KSDAHE included the implementation of conservation, which was originally only the responsibility of the central government and the community, was also added to be the obligation of local governments.

In addition, the conservation activity arrangements now consist of Nature Reserve Areas (KSA), Nature Conservation Areas (KPA), conservation areas in waters, coastal areas, and small islands (KKPWP3K) as well as preservation areas.

There is also strengthening of law enforcement and aspects of funding for biodiversity both nationally and internationally formulated in terms of conditions, collecting and implementing it.

"We are aware that the APBN is certainly very limited in financing conservation so that new forms of initiatives, new breakthroughs in funding conservation, I think it needs to be done. However, in Law 5/1990 there is no legal umbrella, so that in Law 32/2024 it is given a strong legal umbrella to innovate in conservation funding," he said.

Regarding the implementation of the law that was passed by President Joko Widodo on August 7, 2024, Satyawan said that derivative regulations would be issued in the form of Government Regulations (PP) which would be issued no later than 2025.
