JAKARTA - The Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan RB) has set a maximum budget allocation time limit for financing state non-state civil servants or honorary workers no later than November 28, 2023.

"Because if it is not immediately budgeted with a circular, then as of November 28, they (honorary) must stop," said Menpan RB Azwar Anas after attending a limited meeting at the State Palace, Jakarta, as reported by ANTARA, Wednesday, September 13.

The circular letter was addressed by the Ministry of Administrative and Bureaucratic Reform to all personnel development officials (PPK) of central and regional agencies as a short-term solution to prevent mass layoffs (PHK).

He said the determination of the deadline was adjusted to the plan to ratify the Draft State Civil Apparatus Bill (RUU ASN) which is predicted to take place before November 28, 2023.

Until now, the government continues to discuss the ASN Bill which will revise Law Number 5 of 2014 as an umbrella for government employees.

Kemenpan RB has entered into an agreement with Commission II of the DPR RI to verify the number of honorariums currently recorded at around 2.3 million people.

"This honorary scheme continues to swell. Earlier we just had a meeting with Commission II in line with the data that continues to come in, therefore we agree with our friends of Commission II, the data will be validated at verval (verification and validation) by the Financial and Development Supervisory Agency (BPKP) for all incoming data," he said.

Since the ASN Bill was passed, said Azwar, all government ministries and institutions have been prohibited from recruiting honorary personnel starting November 2023.

"Since November until later, ministries and institutions have been prohibited from recruiting back to honorary staff," he said.
