Born on March 10, 1970 in Majenang, Cilacap, Central Java, Budiman Sudjatmiko was the first of four children. His family closely holds religious values, nationalism, and concern.

When he was in junior high school, Budiman was often involved in discussion and organizational activities.

While studying at the Faculty of Economics, Gajah Mada University, Budiman jumped into a community organizer that focuses on empowering politics, organization, and the economy for plantation farmers and laborers in Central Java and East Java.

However, because of his busy schedule in the activity, he was unable to complete his studies.

In 1996, Budiman founded the Democratic People's Party (PRD). As a reform activist, Budiman also opposed the New Order regime under Suharto's leadership.

In 1997, Budiman was arrested by the authorities and thrown into prison. At that time, Budiman was sentenced to 13 years because he was accused of being the mastermind behind the riots on 27 July 1996 or the Kudatuli Incident.

However, thanks to the resistance from PDI supporters and the people of Jakarta, as well as the victory of the democratic movement, the sentence only lasted 3.5 years after being granted amnesty by President Abdurrahman Wahid on December 10, 1999.

After leaving prison, Budiman decided to study political science at the University of London and take the Master of International Relations at the University of Cambridge, England.

In 2004, Budiman joined the PDI struggle. In the same year, he founded the REPDEM (Relawan Perjuangan Demokrasi), a party wing organization.

In the 2009-2019 period, Budiman served as a member of the Indonesian House of Representatives from the PDI-P for the Election Area of Central Java VIII, which includes Banyumas Regency and Cilacap Regency. In the DPR, he joined Commission II in charge of domestic government, regional autonomy, state apparatus, and agrarian.
