JAKARTA - The Special Staff of the Minister of Health, Prof. Laksono Trisnantoro, said that the Health Bill presented a new format for health professional organizations in Indonesia towards more developed conditions.
"As an observer, professional organizations will not die, they will actually develop because there are various factors that change. There is a culture that will change," said Laksono Trisnantoro in the Dialogue "Ngobrol Malam for Professional Organizations and Health Institutions" which was followed online in Jakarta, Antara, Sunday, July 2nd.
Health authorities in Indonesia consist of a number of components, namely government elements at the level of ministries to provinces and districts/cities that have regulatory functions.
In addition, there are also components of professional organizations, hospitals, pharmacies, and others, as operator functions, and the last is the funding function.
"Pelaku layanan kesehatan ini memiliki fungsi bekerja sama untuk meningkatkan kesehatan masyarakat," katanya.
When managing relationships between health service actors, said Laksono, there is a basic value that is believed to be dynamic according to his time.
Based on historical dynamics, professional organizations in colonial times only had doctors who graduated from Europe and doctors graduated from the Dutch East Indies, so the function of regulators was given absolutely to the Dutch Colonial Government. While the community has no role at all.
"There were no collegium and consiles in the context of doctors at that time. In Europe there are already collegium, older than professional organizations," he said.
Indonesia received a "big leap" when the Medical Practice Law emerged in 2004 when some of the regulatory functions were handed over to the public, through the Indonesian Doctors Association (IDI) which was established in 1951.
The authority in question includes forming a collegium without any government intervention, being given the authority to grant a practical permit, being given the authority to give a certificate of a practice permit, and being a member of the Indonesian Medical Consil (KKI).
In the Medical Practice Law, said Laksono, IDI is called a single organization. "If you conclude, it is power that has professional organizations from upstream to downstream education in services," he said.
Laksono, who is also a lecturer at the Faculty of Medicine, Public Health and UGM Nursing, said that as a result of this condition, the government, which should function as a regulator, is unable to overcome certain problems, such as equitable doctors to resolve internal organizational conflicts.
The presence of the Health Bill, said Laksono, would restore the authority to the government without eliminating the role of collegium, KKI, and professional organizations.
The authorities returned to the government include establishing collegium so that it becomes more independent, providing recommendations for practical permits, granting participation credit unit certificates to organize accredited media education, and determining to become a member of the KKI.
"Professional organizations are no longer single," he said.
According to Laksono, the policy will make professional organizations more developed because they are more focused on working to serve their members. In addition, professional organizations can also cooperate with the government well.
"Just like what happened abroad, so it is no longer overpowered like the government's opposition. In addition, the organization's internal conflicts can also be suppressed," he said.
