Following Jokowi, DKI DPRD Wants To Trim Draft Regional Regulations

JAKARTA - Jakarta DPRD Chairman Prasetio Edi Marsudi remembers President Joko Widodo's record some time ago. At that time, Jokowi said that the number of regulations produced by the regional government made the central government inflexible.

Then Prasetyo saw that there were 54 proposed programs for the formation of regional regulations (Propemperda) which were submitted to the Regional Regulation Formation Agency (Bapemperda) to be discussed next year. Prasetyo felt that the many proposals were not in line with the President's wishes. Therefore, Prasetyo asked Bapemperda DPRD DKI to reduce the number of proposed regional regulations draft.

"The proposed 54 draft regional regulations are too many. "There needs to be rationalization and harmonization of the regional regulation formation program in 2020," said Prasetyo, Tuesday, November 19.

Approve, the Chairperson of the Bapemperda DPRD DKI Nainggolan feels that there is a need for efficiency in the amount of the Raperda proposed in the 2020 Propemperda.

"I hope that from the executive's proposal there will be a reduction in accordance with the priority scale. Likewise to the DPRD faction, we ask for the same thing, so that it is not in duplicate," said Pantas.

Moreover, according to him, of the 54 proposals for Raperda with a composition of 31 Raperda proposals from the executive and 23 others from Raperda proposals for the legislature, many of them overlap.

"There are a lot of duplications, meaning that it has been proposed by the executive, but also proposed by the council. Like (Raperda) areas without smoking, waste water, it will definitely be compiled further," he said.

Meanwhile, there are 4 proposed draft perda which are mandatory and may not be included in pruning. The proposal covers regional budgeting, such as the draft local regulation on the 2020 budget year, accountability for the implementation of the 2020 APBD, changes to the 2020 APBD, and the 2021 budget year APBD.

In addition, there are also 12 priority draft regulations that are not recommended to be trimmed. These priority draft regulations include draft regional regulations on parking tax, on the management of regional property, amendments to local regulations on street lighting taxes, changes to local regulations on regional retribution, changes to regional regulations on RDTR and Zoning, changes to regional regulations on BPHTB.

Then, draft regional regulations on zoning plans for coastal areas and small islands, spatial planning for 2030, administration of population administration, disabilities, electronic paid roads, and draft regulations on regional financial management as well as principles.

Part of this draft regional regulation has been discussed halfway by the DPRD for the 2014-2019 period and will be continued in the 2019-2024 period. Then, some others have been proposed since last year but have never been discussed.

"There is also something that is seen from the mandate of a higher regulation, and it must be regulated by a regional regulation. Finally, (raperda) is related to taxes, because it can increase our PAD," said Head of Legal Bureau of DKI Jakarta Provincial Government Yayan Yuhanah.

For information, he conveyed Jokowi's wish for the regional government not to make many regulations in front of thousands of regional heads and other regional officials at the 2019 Central Government National Coordination Meeting and Forkopimda, Wednesday, November 13.

"I entrusted it with the Chairman of the DPRD, the Governor, the Mayor, the Regent, all of them. I have ordered, don't make lots of Perda (Regional Regulations), don't make lots of Pergub, Perwali, "said Jokowi.

The former governor of DKI Jakarta said that Indonesia made too many regulations. Thus, many development accelerations are often disrupted due to collisions with existing regulations.

"Our country is not a regulatory state. Everything is regulated, we get caught up in our own hands. Be careful, stop has already been done. Little by little it has been regulated, eventually the speed of movement is not fast," he said.
