Ministry Of Transportation Asks Local Governments To Apply BLU-e Testing Periodically

PURWOKERTO - The Directorate General of Land Transportation, Ministry of Transportation (Kemenhub) has asked local governments (pemda) to take advantage of the electronic periodic test service or BLU-e, periodically. Implementation of Periodic Motor Vehicle Testing (UPUBKB) at the local regency / city Transportation Service.

The Head of Law and Public Relations of the Directorate General of Land Transportation of the Ministry of Transportation, Endy Irawan, said the use of the BLU-e system is to facilitate the distribution and issuance of proof of passing periodic motor vehicle tests in a fast, efficient, integrated and transparent manner.

Where testing is carried out on every motorized vehicle, both trailer and outboard operated on the road.

"The system for issuing proof of passing the test electronically is known as BLU-e and has been stated in the Regulation of the Director General of Land Transportation Number KP.1743 / AJ.502 / DRJD / 2020 concerning Guidelines for Issuance of Electronic Vehicle Periodic Test Passing Evidence," said Endy. opening the Dissemination of Legislation in the Land Transportation Sector in Purwokerto, Central Java, Thursday, November 12.

According to him, the issuance of this Perdirjen can be a guideline for the Regency / City Transportation Service to implement BLU-e in their respective UPUBKB. He hopes that regencies / cities that have not used BLU-e can immediately manage or prepare.

"Until September 2020, there are 190 regencies / cities in 26 provinces that have implemented BLU-e," he added.

In fact, the BLU-e system was initiated to replace the test book or KIR. So far, the distribution of test books is not controlled, because apart from being easily faked, the production of test books in various regions is not uniform.

The BLU-e consists of a smart card (smartcard), a certificate and a hologram sticker affixed to the left side of the windshield from the inside of the vehicle. Holographic stickers make it easier to monitor vehicles on the road and speed up the test administration process.

The BLU-e information system is integrated with the Ministry of Transportation and the accredited UPUBKB. The existing data in BLU-e can be used for supervision by the Provincial Transportation Agency, Weigh Bridges, or Terminals.

"The first is that the UPUBKB must be accredited, prepare supporting hardware, have officers or human resources who master IT, as well as sufficient data network (internet)," said Head of the Sub-Directorate for Periodic Motor Vehicle Testing of the Road Transportation Facilities Directorate Avi Mukti Amin.

He admitted, even though they had used sophisticated security technology, there were still parties who tried to forge BLU-e cards. However, according to him, fake BLU-e cards are very easy to identify.

"For example, the cases in the Blora Transportation Agency and the Malang Transportation Agency. Currently the BLU-e counterfeiting case in Malang has begun to be tried," he explained.

Regarding UPUBKB accreditation, the Directorate General of Land Transportation has issued a Regulation of the Director General of Land Transportation Number KP.4404 / AJ.502 / DRJD / 2020 concerning Accreditation of Motor Vehicle Periodic Test Implementation Units.

The requirements for an accredited UPUBKB include: strategic location, having examiners according to competence based on the type of vehicle being tested, having test building infrastructure and equipment, testing systems and procedures according to standards, and calibrated test equipment so that the test results are proven to be accurate and the results can be accounted for.

SOP of Motor Vehicle Weighing

The rate of road accidents that occurs in Indonesia is still quite high. This is due to various factors, including the lack of supervision of the fulfillment of statutory provisions to ensure road safety, one of which is supervision and prosecution of violations of dimensions and cargo of goods transportation.

Related to this, the Directorate General of Land Transportation has also issued a Regulation of the Director General of Land Transportation Number KP.4084 / AJ.005 / DRJD / 2020 concerning Standard Operating Procedures for Motor Vehicle Weighing. It is hoped that this perdirjen can improve service and administrative order in the implementation of the Motor Vehicle Weighing Implementation Unit (UPPKB).

Head of the Sub-Directorate for Motor Vehicle Weighing, Directorate of Road Transportation Infrastructure, Mulyahadi explained about the Weigh Bridge SOP. "Standard operating procedures include: quality management; administration; road transportation facilities and infrastructure; road traffic and transportation; and UPPKB operations," said Mulyahadi.

This event was also attended by the Head of the Banyumas Transportation Agency, Agus Nur Hadie, a number of representatives of the Land Transportation Management Center (BPTD), South Korean UPPKB in the Central Java and Yogyakarta regions as well as the Provincial / Regency / City Transportation Service in Central Java.
