The DPRD Crowds Ask Anies To Return Allowances For A Number Of Cut ASNs

JAKARTA - DKI Jakarta Governor Anies Baswedan was asked to return the ASN regional performance allowance (TKD) by a number of DPRD members. This TKD payment uses the excess of the 2020 DKI Regional Budget (Silpa).

One of them, namely the Chairman of the DKI Regional Parliament, Prasetio Edi Marsudi. Prasetio wants ASN in Regional Work Units (SKPD) that play a direct role in handling COVID-19 to be returned 100 percent.

The SKPD referred to from the Health Service, the Civil Service Police Unit (Satpol) PP, the Disaster Management, Fire and Rescue Service (Gulkarmat), the Environment Service, and the Transportation Service.

"Whether we realize it or not, they are our heroes in Jakarta. They are in direct contact with the community during a pandemic like this," Prasetio said in his statement, Friday, November 13.

Separately, the Chairperson of Commission A DPRD DKI Mujiyono also proposed that the remaining APBD ceiling be used to finance the needs of the COVID-19 Handling Task Force, starting from the service ranks to the RT / RW level.

"If there are still left, we suggest that the provincial government pay TKD in full for field officers who are dealing directly with the handling of Covid-19. Especially commission A partner officers, namely Satpol PP, Damkar and urban village heads," said Mujiyono.

Furthermore, Chairman of the PSI DPRD DKI Faction Idris Ahmad said that the nominal increase in the APBD changes in 2020 amounting to Rp.63.23 trillion allows the DKI Pemprov to be able to disburse the remaining 25 percent of TKD delayed by around Rp.4.125 trillion.

"If we can spend other expenses, why are employees' TKD not returned? This is related to performance. Lurah, camat and all those whose TKD is deducted must be a priority. They must get incentives so that their performance increases," said Idris.

For information, in mid-2020, the DKI Jakarta Provincial Government changed the DKI 2020 Regional Budget target to IDR 42.7 trillion.

Because, at that time, many program budgets were diverted for handling COVID-19. In addition, there was a decrease in local tax and retribution revenues due to weakening economic conditions.

This condition makes ASN within the DKI Jakarta Provincial Government receive only 50 percent of TKD, while the remaining 25 percent is promised to be paid next year and adjusted to the regional financial capacity.

It turns out that when the 2020 APBD was ratified, the 2020 APBD Amendment increased to Rp.63.23 trillion from the previous calculation by the DKI Jakarta Provincial Government, only reaching Rp.47.2 trillion.

Therefore, the DPRD asked Anies to return the SKPD allowance to use the remaining budget of around Rp. 16 trillion.
