Vice President: Government Forms Regional Council To Manage DKJ

Vice President Ma'ruf Amin said the government would form a Regional Council to manage the Special Region of Jakarta (DKJ) after he was no longer a Special Capital Region (DKI) due to the transfer of the State Capital (IKN) to East Kalimantan.

"The Regional Council will be formed. This Regional Council includes Jakarta, Bekasi, Bogor, Depok and Tangerang, and even Cianjur are included," said Vice President Ma'ruf Amin in Shanghai, China as reported by ANTARA, Tuesday, September 19.

Previously, in a meeting of the Draft Law (RUU) of the Special Region of Jakarta, which was attended by President Joko Widodo and Vice President Ma'ruf Amin at the Merdeka Palace, Tuesday (12/9), the name DKI Jakarta will be changed to DKJ after the capital city officially moves to IKN.

The name change as stated in Law (UU) No. 3 of 2022 concerning the State Capital (IKN), which when referring to the law, Jakarta's status will change from what was previously a Special Capital Region (DKI) to a Special Region for Jakarta (DKJ).

"This Regional Council is to provide planning. So that each of them does not have flood consequences, then (take care of) transportation as well," continued the Vice President.

The vice president said that the Regional Council would smooth Jabodetabek to Cianjur planning in accordance with the DKJ Bill.

"I think the cabinet meeting has discussed it because currently preparations for moving the capital city to IKN have been running and in progress and there are already laws. Therefore, the name of the DKJ Bill is being processed, so Jakarta is no longer the capital city, it is no longer DKI but a Special Region for Jakarta," explained the Vice President.

However, because the historical value as the capital city and the potential that exists in Jakarta, it needs to be given as a Special Region for Jakarta by considering the sociological and historical foundation.

"And Jakarta will be given a number of special powers to help solve complex problems, the complexity of various urban problems. For example, about congestion, about pollution, about floods and also Jakarta as the largest economic city in the world, such as global," said the Vice President.

Based on Law Number 3 of 2022 concerning the State Capital, it is mandated the need to replace Law Number 29 of 2007 concerning the Provincial Government of the Special Capital City of Jakarta as the Capital City of the Unitary State of the Republic of Indonesia.

The DKJ Bill itself will carry the concept of the Special Region of Jakarta to become the global city and the largest economic center in Indonesia. There are many aspects of state finances that need to be regulated in the DKJ Bill.

The DPR Legislation Body has agreed on a bill on DKJ to enter the 2023 Priority Prolegnas. This decision was made in a plenary meeting of the DPR Baleg with the Ministry of Law and Human Rights in the DPR Baleg meeting room on Tuesday (12/9).

Article 41 of Law Number 3 of 2022 concerning the State Capital mandates legal amendments related to Jakarta as the capital city of the Unitary State of the Republic of Indonesia. Without adequate regulations, Jakarta will be equated with other regions in Indonesia or apply Law Number 23 of 2014 concerning Regional Government.

After the transfer of the Nusantara State Capital (IKN) to East Kalimantan, the Special Special Region (DKI) Jakarta will be changed to a Special Area for Jakarta (DKJ), DKI Jakarta residents are also required to reprint an electronic KTP (e-KTP).
