Di Pengadilan, Saksi Ungkap Bagi-bagi Duit Fee Di Proyek Dishub Kota Bandung
Head of the TU BLUD Transportation Subdivision of the Bandung City Transportation Service (Dishub), Ade Surya, a witness in the Bandung Smart City project bribery case, revealed that there was a commission or fee in every project carried out at the Transportation Agency.
Ade said that the third party determination in working on the project at the Bandung City Transportation Agency consisted of a number of methods, including direct appointments, e-catalogs or auctions. In it is not uncommon for employers to have fee transactions with a range of five to 10 percent of the project value.
"Is the procurement some kind of fee levy or fee giving from a third party? Then how much fee is charged to a third party?" asked the prosecutor during a trial at the Bandung Corruption Court, reported by ANTARA, Wednesday, July 26.
"Some are there, some are not. If it (fee) is not targeted, some are below 10 percent, some are five percent, some say hello, so it depends," said Ade.
Ade then gave an example of the project fee obtained from PT Trans Metro Bandung whose activities began in 2021. At that time, he admitted that he received a fee of around Rp. 80 million, the money he received was then stored and used for operational needs at the Bandung City Transportation Agency.
"That's for (Dishub) needs. Save with me," said Ade.
In addition to being used for operational needs at the Bandung City Transportation Agency, Ade also mentioned the flow of project commissions (fees) to a number of leaders at the Bandung City Transportation Agency, but he did not mention in detail the identity of the leader in question.
"So the distribution of money?" the prosecutor reiterated.
"Yes, it is," said Ade.
Ade also mentioned that the flow of money to a number of leaders at the Bandung City Transportation Agency also occurred in 2023, precisely before Eid al-Fitr, at which time he was asked to collect Rp70 million for the financing needs of the Holiday Allowance (THR).
The request for a collection of Rp70 million, said Ade when asked about the location, was sparked in a meeting of the leaders of the Bandung City Transportation Agency held in the Leuwipanjang area, Bandung City.
"Where is the meeting? For what?" asked the prosecutor.
"The meeting in Leuwipanjang. I have to prepare with my field of Rp. 70 million. For THR," said Ade.
The trial, which was held at the Bandung District Court this Wednesday, is a follow-up hearing against three private parties who bribed officials at the Bandung City Government regarding the Bandung Smart City project.
The three defendants who were tried were PT CIFO President Director Sony Setiadi, PT Sarana Mitra Manager Adiguna Andreas Guntoro, and Director of PT Sarana Mitra Adiguna Benny.
