Former Minister Of Communication And Information Johnny Plate Charged With State Loss Of IDR 8 Trillion In BTS Corruption Alleged Case
JAKARTA - Former Minister of Communication and Information (Menkominfo) Johnny G Plate was charged with causing state losses of IDR 8 trillion in the corruption case of providing 4G Base Transceiver Station (BTS) infrastructure in 2020-2022.
"Losing state finances or the state economy amounting to Rp8,032,084,133,795.51 or at least this amount is according to the Audit Report on the Calculation of State Financial Losses on the alleged corruption of BTS Kominfo in 2020-2022," said the prosecutor at the trial at the Central Jakarta District Court (PN Jakpus), Tuesday, June 27.
Dalam dakawaan, dugaan korupsi itu bermula saat Johnny G Plate bertemu dengan Direktur Utama Badan Accessibilitas Telekomunikasi dan Informasi (BAKTI) Anang Achmad Latif dan Direktur Utama PT Mora Telematika Indonesia Galumbang Menak Simanjuntak di Hotel Grand Hyatt dan di Lapangan Golf Pondok Indah, pada awal 2020.
At the meeting they discussed the plan for the Base Transceiver Station (BTS) 4G and Supporting Infrastructure Provision Project at the Ministry of Communication and Information BAKTI.

Then, this NasDem politician approved the change from 5,052 village sites for the BTS 4G 2020-2024 program to 7,904 village sites for 2021-2022 without going through a feasibility study on the need for 4G BTS infrastructure provision.
This change was without a study on the Ministry of Communication and Information and Information's Strategic Business Plan (RBS) document and the Budget Business Plan (RBA) which is part of the Ministry of State/Agency Budget Work Plan (RKA-K/L) of the Ministry of Communication and Information.
Johnny also agreed on the use of umbrella contracts for the work of providing 4G BTS Infrastructure and Supporting Infrastructure Packages 1, 2, 3, 4, and 5 with the aim of combining Development/Capital Expenditure (CAPEX) work, and operational, maintenance, or Operating Expenditure (OPEX) work.
"This is done so that the implementing provider for the construction work of 4G BTS which has been designated as the winner can continue maintenance work," said the prosecutor.
The prosecutor also said that Johnny G Plate ordered Anang to provide a power system work for the BTS Kominfo project to the Director of PT Basar Utama Prima, Muhammad Yusrizki Muliawan.
In fact, Johnny seemed to be closing his eyes even though he knew about the work on the Provision of 4G BTS Infrastructure and Supporting Infrastructure Packages 1, 2, 3, 4, and 5 experienced delays/Averaged Minus Presidency (-40 percent) and was categorized as a critical contract based on the results of the meeting from March to December 2021.
"The defendant Plate still approved Anang's proposal/steps to use the Minister of Finance Regulation instrument Number: 184/PMK.05/2021 (PMK 184/2021), namely paying 100 jobs? Bank Guarantee guarantees and providing job extensions until March 31, 2022. Even though it does not take into account the provider's ability to complete work," said the prosecutor.
The defendant Johnny G Plate actually asked Anang as the Budget User Authority (KPA) and Commitment Making Officer (PPK) not to terminate the contract because the work project had not been completed until March 2022.
"He actually asked the consortium company to continue working, even though the time for giving the opportunity ended on March 31, 2022," said the prosecutor.
