KKP Stops Operational Shrimp Ponds Not In Accordance With Provisions In Batam
JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) temporarily suspended the operation of a shrimp pond owned by PT TTB in Sembulang Jembatan Lima Village, Galang District, Batam, Riau Islands, on Saturday, May 6.
This temporary suspension was carried out because the shrimp pond was indicated to be operating not in accordance with applicable regulations.
"In addition to using land that is not in accordance with the designation based on the Regional Spatial Planning (RTRW) set by the shrimp pond owned by PT. TTB is also suspected of not implementing the Good Fish Cultivation Cara (CBIB) rules," said Director General of Marine Resources and Fisheries Supervision Adin Nurawaluddin in his official statement, Monday, May 8.
Adin said, there were three indications of violations found by the Batam PSDKP Fisheries Supervisor during the operation of the shrimp pond owned by PT. TTB.
First, the existence of shrimp ponds is not in accordance with the regional spatial plan (RTRW) of Batam City. The use of the function of space that is not in accordance with its designation certainly threatens the sustainability of the fish ecosystem and resource environment.
Second, a shrimp pond owned by PT. TTB allegedly does not meet the commitment of business licensing requirements by not having the appropriate Indonesian Business Field Baku Classification (KBLI) in the Risk-Based Business Identification Number (NIB), namely KBLI 03254 which is a type of business to massive Crustacea Air Payau.
Third or finally, the results of further investigation by the Batam PSDKP Base Fisheries Supervisory managed to find the management of the shrimp pond apparently did not apply the rules for Good Fish Cultivation (CBIB) and did not have a standard wastewater treatment (IPAL) installation.
"IPAL is one of the important requirements in shrimp cultivation efforts to preserve the environment. For the three violations committed, together with the Batam Sea Fisheries Cultivation Center and the Batam City KP Office, we have temporarily suspended the operation of the shrimp pond owned by PT. TTB so that pollution does not spread further," said Adin.
According to Adin, the imposition of administrative sanctions in the form of temporary suspension is in accordance with Government Regulation Number 5 of 2021 concerning Risk-Based Business Licensing, Government Regulation Number 27 of 2021 concerning the Implementation of Marine Affairs and Fisheries, Permen KP Number 26 of 2021 concerning Prevention of Pollution, Prevention of Damage, Rehabilitation, and Improvement of Fish Resources (SDI) and Their Environment, as well as Permen KP Number 31 of 2021 concerning the Imposition of Administrative Sanctions in the Marine and Fisheries Sector.
The Directorate General of PSDKP will carry out further legal processes, including the possibility of imposing administrative fines on PT. TTB.
In addition, the Directorate General of PSDKP will also summon other fish cultivators who carry out activities not in accordance with applicable regulations.
Adin said this was an effort by the KKP together with the Batam City Fisheries Service and the Batam Sea Cultivation Fisheries Center in assisting fish cultivators, in order to implement Good Fish Cultivation Methods (CBIB), as well as complying with the obligation to have a wastewater treatment plant (IPAL), so that the cultivation business economy runs well in line with the sustainability of a maintained environmental ecosystem.
"We will continue to assist local governments, in this case the Batam City Government, which does not yet have Fisheries Supervisory Human Resources in supervising fishery resources in order to ensure an orderly implementation of laws and regulations, especially in monitoring fish cultivation activities," he concluded.
