JAKARTA - The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) encourages land registration throughout Indonesia to be completed immediately. Thus, Indonesia will achieve complete, starting from the registration of land parcels within the scope of villages/kelurahan, sub-districts, to land parcels within districts/cities in full.

Minister of ATR/Head of BPN Hadi Tjahjanto accompanied by Deputy Minister of ATR/Deputy Head of BPN Raja Juli Antoni officially declared Madiun City as a Complete City, on Tuesday, March 28.

Since the enactment of Law Number 5 of 1960 concerning Basic Regulations of Agrarian Principles (UUPA), Madiun City is the second city after Denpasar City was declared a Complete City.

According to Hadi, districts/cities are declared complete if all plots of land are mapped and the data is complete, both spatially and juridically.

"Spatially, it means that the map no longer has a gap, no more overlaps or overlapping. Next, in a juridical manner, it means that the land book data and a measuring letter between physical and electronic documents are accurate," Hadi said in a written statement, Wednesday, March 29.

Hadi also mentioned that the profits from regencies/cities are complete, namely, such as providing legal certainty of land rights, minimizing land disputes and conflicts, and closing space for land mafias.

"The benefits of the city are complete, investors will come flocking. Moreover, geographically, Madiun City is very strategic to increase economic growth. Madiun City will have more investment," he said.

In addition to declaring a complete city, Minister Hadi also handed over a certificate of land assets of the Madiun City Government, waqf, and houses of worship.

The land certificates that were handed over included 143 pieces of assets from the Madiun City Government, 12 waqf certificates, 1 certificate of assets from the Ministry of Religion, and 1 certificate for the Surabaya Diocese.

Meanwhile, the Governor of East Java, Khofifah Indar Parawansa, who was also present on the occasion, hoped that the declaration of Madiun City as a complete city would strengthen the economy for East Java Province.

"God willing, other cities/regencies will become complete cities/regencies. We will try to re-map which cities/districts may be able to accelerate (registerment of land, ed)," he said.

On the same occasion, the Head of the Regional Office of BPN for East Java Province said that his party had collaborated and synergized with the spirit of trijuang, namely BPN, district/city governments, and village governments.

Thus, all land parcels in Madiun City have been registered through the electronic system according to the dashboard.

"So far, the Madiun City Land Office is the best, reaching 95.12 percent of the land registration target, as well as 65,526 valid land books or 99.95 percent," he added.
