THR ASN Not Yet Normal, Sri Mulyani: Limited State Financial Capabilities

JAKARTA - The government through the Minister of Finance (Menkeu) Sri Mulyani has ensured that the payment of holiday allowances (THR) for State Civil Apparatus (ASN) and retirees will begin on April 4.

In his statement, the Minister of Finance stated that the THR is regulated in Government Regulation (PP) Number 15 of 2023.

"This year's THR is given the amount of a basic salary/main pension with attached allowances (family, food, position, structural/functional/general) and 50 percent of the monthly performance allowance for those who get it," he said during a press conference on Wednesday, March 29.

This stipulation is similar to the THR 2022 scheme which does not cover all revenue components. This means that the payment for the holiday allowance has not returned to normal levels before the pandemic.

"The provision of THR for state and retired officials while still paying attention to balance with the implementation of other programs and within the limits of the country's financial capacity," said the Minister of Finance.

However, the state treasurer is of the view that Hari Raya allowances can strengthen national economic recovery towards post-pandemic community normalization and steps to strengthen people's purchasing power.

"The month of Ramadan and Eid al-Fitr is one of the moments to encourage consumption growth," he said.

In general, the THR 2023 budget value is no less than IDR 38.9 trillion. This figure will be distributed to 1.8 million central and TNI/Polri ASNs worth IDR 11.7 trillion.

Then to 3.7 million regional ASNs amounting to Rp17.4 trillion, and 2.9 million retirees with a THR payment value of Rp9.8 trillion.

"If the THR cannot be paid before Eid, then the THR can be paid after Eid al-Fitr. We thank you for the best dedication and contribution of all state apparatus in providing services to the community," he concluded.
